I have kind of dark/ light brown eyes. They’re like between dark and light brown. I have brown hair and kind of tannish skin. Not to tan though.. Try a soft pink or warm wine-ish purple. Go for subtleness, it can make a bigger impact than bolder colors. Put this on your lids and then use a light cream or warm white for a highlight. I just blend with my fingers. Dont put on too much, and dont get a super dark color. But matte or semi-sparkly both look nice. Also, any eyeshadow brand should work.
